I hear that too much cardio will be bad for building bulk. What is the best way to do cardio to keep the bodies fat count low and not affect weightlifting?

I was wondering what is more common and more effective for fat burn. Ab exercises and then cardio or Cardio and then Ab exercises afterwards? Also is it true that for proper fat oxidation it's best to fully breathe out as much as possible when at resistance?

I need to work on my stomach and getting rid of the fat there, although im not really fat anywhere else, its mostly my stomach. If I do ab exercises, do I need to do some sort of cardio before?
I've heard it takes twenty minutes before your body actually starts ...
